يعد التمکين قضية من القضايا الأساسية لتطوير التعليم، حيث يعتبر من المداخل الإدارية التي يلجأ إليها المديرون لتزويد العاملين ببعض السلطات التي تتيح لهم القدرة على مزاولة الأنشطة والمسئوليات المدرسية، ويعمل التمکين على تحول السلطة نحو اللامرکزية کوحدة أساسية من وحدات التغيير التنظيمي، لذا تلجأ الإدارة المدرسية إلى هذا الأسلوب کجزء من إشراک العاملين في عملية صنع القرار داخل المدرسة، وذلک من أجل رفع مستوى الدافعية والحالة المعنوية لدى العاملين مما يدفعهم إلى مزيد من الإنجاز الذي يعود بالفائدة على عملية الإصلاح المدرسي.
