تقويم السياسة التعليمية للتعليم الثانوى العام بمصر في ضوء متطلبات المجتمعات الافتراضية

مستخلص الدراسة:
هدفت الدراسة إلى التعرف على أهم الأسس الفكرية للمجتمعات الافتراضية، والتعرف على واقع السياسة التعليمية للتعليم الثانوي العام بمصر والتحديات التي تواجهها، وتقويمها في ضوء متطلبات المجتمعات الافتراضية، استخدمت الدراسة المنهج الوصفي لملائمته لطبيعة الدراسة، واعتمدت على الاستبيان كأداة للتعرف على واقع السياسة التعليمية للتعليم الثانوي العام في ضوء المجتمعات الافتراضية من أجل تحديد متطلبات تقويمها، وطبقت الدراسة على عينه من الخبراء من أساتذة كليات التربية (جامعة القاهرة – جامعة عين شمس – جامعة جنوب الوادي)، وبعض من القيادات التعليمية من العاملين في ديوان مديرية التربية والتعليم ودواوين الإدارات التعليمية، ومعلمي التعليم الثانوي العام بمحافظتي (قنا والقاهرة)، أشارت أهم نتائج الدراسة الميدانية التي توصل إليها البحث إلى: ندرة الوثائق الصادرة عن الجهات المسؤولة والتي تتضمن تعليمات للمعلمين ومديري المدارس حول السياسات التي يجب اتباعها لتوظيف مجتمعات التعلم الافتراضية، وعدم وجود خطط عمل ملموسة مصحوبة بميزانيات واقعية للاستفادة من مجتمعات التعلم الافتراضية ومتابعتها، وندرة الدورات التدريبية اللازمة لتدريب المعلمين على توظيف الموارد التكنولوجية الحديثة وتطبيقات التعليم الافتراضي، كما اتفقت رؤى أفراد العينة على أن فوقية القرارات الصادرة حول قضية قومية ومجتمعية بخصوص التعليم الثانوي العام دون حوار مجتمعي من سلبيات السياسة التعليمية للتعليم الثانوي العام، واوصت الدراسة إلي الحاجة إلى إعادة صياغة الاستراتيجيات والسياسات التعليمية للتعليم الثانوي العام، بما يتناسب مع ما يفرضه الواقع الجديد المتغير على الدوام، وفي ضوء متطلبات المجتمعات الافتراضية، لمواكبة التطورات السريعة والمتلاحقة التي يشهدها العالم في مجالات تكنولوجيا المعلومات والاتصالات.

Evaluating the Educational Policy of General Secondary Education in Egypt in Light of the Requirements of Virtual Societies
Abstract:
      The study aimed to identify the most important intellectual foundations of virtual societies, and to identify the reality of the educational policy for general secondary education in Egypt and the challenges it faces, And evaluated in the light of the requirements of virtual communities, the study used the descriptive approach for its suitability to the nature of the study, It relied on the questionnaire as a tool to identify the reality of the educational policy for general secondary education in the light of virtual communities in order to determine the requirements for its evaluation, The study was applied to a sample of experts from the teachers of the faculties of education (Cairo University - Ain Shams University - South Valley University), and some of the educational leaders working in the Office of the Directorate of Education and the offices of educational departments, and teachers of general secondary education in the governorates (Qena and Cairo), The most important results of the field study that the research reached indicated: The scarcity of documents issued by the responsible authorities that include instructions for teachers and school principals about the policies that should be followed to employ virtual learning communities, And the lack of concrete action plans accompanied by realistic budgets to benefit from and follow up on virtual learning communities, And the scarcity of the necessary training courses to train teachers to employ modern technological resources and virtual education applications,  The respondents also agreed that the supremacy of decisions issued on a national and societal issue regarding general secondary education without community dialogue is one of the negative aspects of the educational policy of general secondary education, The study recommended the need to reformulate educational strategies and policies for general secondary education, In line with what is imposed by the new, ever-changing reality, and in light of the requirements of virtual societies, To keep pace with the rapid and successive developments that the world is witnessing in the fields of information and communication technology.
