تطوير إدارة مراکز تعليم المعاقين ذهنياً في ضوء الإدارة الإلکترونية

المستخلص:
هدفت الدراسة الحالية إلى التعرف على التعرف على الإطار المفاهيمي للإعاقة الذهنية والأطر المجتمعية والمؤسسية لتعليم وتأهيل المعاقين ذهنيا، والوقوف على ماهية الادارة الالکترونية،وتطبيقاتها في مؤسسات تعليم المعاقين ذهنيا، وتحديد المشکلات الادارية الخاصة بمراکز المعاقين ذهنيا، ورصد واقع تطبيق الإدارة الإلکترونية بمراکز تعليم المعاقين ذهنياً بمحافظة أسيوط.وأسفرت نتائج الدراسة عنوجود عجز کبير في ممارسات الإدارة الالکترونية بمراکز تعليم المعاقين ذهنياً، فتلک المراکز  في الغالب لا تحدد مستوى الإعاقة الذهنية عند تسجيل التلاميذ الکترونيا، ولا توفر قاعد بيانات معلوماتية للعاملين، ونادرا ما تستخدم تکنولوجيا الاتصال في الوصول إلى القرارات الإدارية المتعلقة بعمل المرکز، ولا تتم متابعة الحالة الصحية لکل تلميذ عن طريق التکنولوجيا، کما توصلت الدراسة إلى وجود عديد من المعوقات التي تواجه تطبيق الإدارة الالکترونية بمراکز تعليم المعاقين ذهنياً ومنها: الافتقار إلى التمويل والموارد والخدمات، وزيادة کلفة التجديد والصيانة الدورية للأدوات والأجهزة الالکترونية، وارتفاع أسعار الأجهزة والأدوات التکنولوجية، وصعوبة تعريب البرامج الأجنبية الخاصة بإدارة مراکز المعاقين ذهنيا، وضعف مهارات اللغة الانجليزية لدى بعض العاملين.وتوصلت الدراسة أيضا إلى أنه لا توجد فروق ذات دلالة إحصائية بين استجابات العينة بحسب متغيرات النوع، والوظيفة، وسنوات الخبرة فيجميع أبعاد ومحاور الاستبانة والدرجة الکلية.

Developing Mentally Disabled Education Centers' Management in Accordance with Electronic Management

Abstract:
The current study aimed to identify the conceptual framework for mental disability and the societal and institutional frameworks for the education and rehabilitation of the mentally disabled, to identify what electronic management is and its applications in institutions for the education of the mentally disabled, to identify the administrative problems of the mentally disabled education centers, and to monitor the reality of the application of electronic management in centers for the education of the mentally disabled In Assiut Governorate. The study resulted in a large deficit in electronic management practices in the mentally disabled education centers, as these centers often do not determine the level of intellectual disability when registering students electronically, nor do they provide an information database for workers, and communication technology is rarely used in accessing administrative decisions related to the work of the center. The health status of every student is not monitored by technology. The study found that there are many obstacles facing the application of electronic management in education centers for the mentally disabled, including: lack of funding, resources and services, and the increase in the cost of renewal And the periodic maintenance of electronic tools and devices, the high prices of technological devices and tools,  the difficulty of Arabizing foreign programs for managing centers for the mentally disabled, and the weak English language skills of some workers.The study also found that there are no statistically significant differences between the sample responses according to the variables of gender, job, and years the questionnaire and the total score.
